It is mandatory for all students who are looking to study abroad for longer than 6 months to obtain Entry Clearance in their own country before travelling.
Applying for a Tier 4 visa from outside the UK
The Tier 4 (General) category only permits full-time study at an education institution which is the holder of a Tier 4 sponsor licence View the UK Visas & Immigration Tier 4 Policy Guidance for further requirements under Tier 4.
You should apply for a Tier 4 (General) visa in the country of wich you are a national or where you legally live.

As part of your visa application to enter the UK as a Tier 4 students, you may be asked to attend a credibility interview. The interview will be short, around 5 minutes, and will be conducted during your visit for your biometric appointment.
The interview will normally be by video link with UK Visas & Immigration staff based in the UK. The questions will be about your immigration and education history, study and post-study plans and financial circumstances. UK visa fees
Immigration health surcharge fee
You have to pay the Immigration Health Surcharge for the total length of your visa, not just for the length of your course. The charge is £150 per year for the duration of a visa. If this includes part of a year that is six months or less you will be charged an additional £75 for this period.
